RE: 2014 Soil Productivity Factors

As assessing officials prepare for the March 1, 2014 assessment date, there is a distinct
possibility that legislation may continue to delay the implementation of a change in the Soil
Productivity Factors (Factors).
Specifically, Senate Bill 111 (see http://iga.in.gov/legislative/2014/bills/senate/111/#document-
7e7c00c5) has passed the Senate, and will now be considered by the House of Representatives. If
the legislation is passed in its current format by the General Assembly and signed into law by
Governor Pence, the same Factors used in 2011, 2012, and 2013 will be used for the March 1,
2014 assessment date. The Indiana General Assembly is scheduled to adjourn by Friday, March
14, 2014. Depending on legislative action and timing, assessing officials and vendors should be
prepared to respond to that legislation.
The 2012 and 2013 sessions of the Indiana General Assembly also passed legislation delaying
the implementation of a change in the Factors. The Department of Local Government Finance
does not consider the Factors certified on February 2, 2012 to be in effect and will continue to
work towards new factors with the Purdue University School of Agriculture.
