Star Reports Auditors ask Southport Mayor and Former Clerk-Treasurer Refund Monies

State auditors have asked former Southport Mayor Robin Thoman to repay almost $1,000 they say should not have been charged to taxpayers.

Thoman told The Star today that he will repay the city, but he believes that the charges were valid.

The State Board of Accounts in an audit released Tuesday asked Thoman to repay $51 for gasoline purchased on a city credit card on Jan. 2, 2012, two days after his term expired.

Auditors also asked Thoman to pay back another $934 in cell phone charges they say he could not prove were related to his mayoral duties.

In another report, auditors asked Catherine Hildebrand, Southport’s former clerk-treasurer, to repay more than $8,100 in fines, penalties and interest incurred because she failed to pay federal payroll and social security taxes on time.

“When I was appointed to this position in August of 2008, I had no idea what I was getting into,” Hildebrand wrote in a response filed with the audit report.

Hildebrand said she accepted the post in August 2008 after the candidate elected to the office was disqualified because of residency issues.

“Needless to say, I was overwhelmed at what I’d gotten into,” Hildebrand wrote. “I’m not one to quit and give up so easily, in hindsight I should have walked away from the office that year.”

Hildebrand told the state she refuses to pay the fees, citing advice she received from the previous city attorney.
