Herald-Bulletin Reports Anderson Continues Budget Debate

During an Anderson City Council discussion this week on snow removal, Democrats raised questions about the budget the city is using to fund those operations.

Anderson Street Commissioner Brad Lamb said Thursday the department has three open positions he was unable to fill. Lamb said he hoped to hire more truck drivers this year.

“We’re working with the 2013 budget,” he said.

Jason Fenwick, Anderson City Controller, said he has advised the departments to work with the 2013 budget until the Indiana Department of Local Government Finance (DLGF) reaches a decision on the 2014 budget. Because the council missed a public hearing deadline during the budget process, the DLGF has indicated the city might have to revert back to using the 2013 budget.

The 2013 approved general fund budget was $30.5 million and the 2014 budget passed by the council is $31.4 million.

“I told the departments to use the 2013 budget or the 2014 budget if it was the lesser amount,” Fenwick said.

Councilwoman Donna Davis said the administration of Mayor Kevin Smith should use the 2014 budget and ask the council to appropriate additional funding.

“Our intent is to use the 2014 budget,” Fenwick said. “We can’t do an additional appropriation until the DLGF approves a budget.”
