News Reports Property Tax Billing on Time in Shelby County

Shelby County is one of the 91 Indiana counties that issued property tax bills on time since at least 2001, according to the Indiana Department of Local Government Finance.

Property tax bills were mailed by April 25 for spring. Property tax payments were due to each county treasurer by May 10, to avoid late fees and penalties.

"With the efforts of local officials, we are pleased to return the tax billing cycle to normal," Micah G. Vincent, DLGF commissioner, said in a news release May 14. "This achievement could not have been accomplished without the time and effort of the county and township assessors, county auditors and county treasurers."

The push by the state to have all counties issue tax bills on time was hindered by a statewide general reassessment in 2010 for the 2012-pay-2013 property taxes.


The reassessment required county and township assessors to physically inspect individual properties to make sure information is correct, a time-consuming process which historically creates delays with on-time billing, according to the DLGF.

Shelby County Auditor Amy Glackman recalled Shelby Eastern Schools was forced to obtain a bank loan to keep operating when Shelby County delayed sending out tax bills for over a year due to a 2007 reassessment.

"I remember when the money finally started coming in, I had to write a check directly to the bank for them," she said.

That reassessment was the result of a 2006 annual adjustment, or "trending" process, DLGF Assessment Division Director Barry Wood said.


"Shelby County wasn't the only one that they did," Shelby County Assessor Anne Thurston said. "And then they changed their rules in between things. Some counties put everything on hold and Shelby County was one of them."

The county employees spent five months compiling and sending out three years of billings, she said.

"People had to pay a big lump sum," Thurston said. "So I was a very un-liked person at that time."
