Star Reports Opponents Say Fountain Square Economic Tax has Lost Support in Indianapolis

Opponents of a proposal to create a Fountain Square economic improvement tax said today that a half-dozen property owners have withdrawn their support.

They are calling on the City-County Council, which is set to consider the proposal tonight, to vote it down. By the opponents’ count, the changes in support mean that the level is at or just below 50 percent. That’s one of two support thresholds required by state law for an economic improvement district to be created.

The council could proceed with the vote or put it off for more discussion. Proposal 105 has gone through the Metropolitan and Economic Development Committee twice because of concerns from council members about property owners’ support. Most recently it won approval two weeks ago, 6-1.

Council sponsor Jeff Miller, a Republican who represents part of Fountain Square, did not immediately return a call this afternoon.

But Miller indicated in an email sent to fellow Republican council members this morning that he intended to ask the council to delay a vote until September so that Fountain Square property owners can meet and discuss their disagreements.

Brian Mahern, a Democrat who represents other parts of the area, said he would oppose any delay. He initially was a co-sponsor with Miller but withdrew his support of the proposal earlier this month. “The powers that be want this, and they know they can’t pass it with a straight face,” Mahern said. “So what they want is more time to twist some arms to get it done.”
