Journal & Courier Reports Tippecanoe County Starts 2014 Budget Process

Tippecanoe County department heads had until the end of the day Monday to submit their proposed 2014 spending plans.

The proposals, chief deputy auditor Dawn Fay said, are then compiled into the budget packet and distributed to all the department heads, the council members, commissioners and also are available for public inspection. Those packets are expected to be ready about Aug. 13.

From there, the council members will hold budget hearings in September, during which department heads will discuss their proposals and lobby for their spending plans. Typically, the council whittles down the spending to fit the anticipated revenue the county expects to receive.

One of the known factors cutting into 2014 revenues is the inheritance tax, which ends at the end of this year. Based on earlier reports, that tax generated $372,870 in 2012 for the county’s general fund, and at the end of June, it was more than halfway toward hitting about $300,000, but the 2013 budget had anticipated only $100,000 in revenue.

After the budget hearings with department heads, the council will have public hearings, during which Tippecanoe County residents can question or comment on the proposed expenditures before the council approves the plan.
