Star-Press Reports Delaware County Plans Special Election for School Referendum

Like every fourth year, 2013 was supposed to be a year without an election in Muncie.

But Delaware County election officials on Thursday agreed to hold a special election in November on a public referendum sought by Muncie Community Schools officials.

In this otherwise election-less year, Muncie voters will decide whether the city school system is entitled to impose a new property tax rate, in effect for seven years, to help pay for transportation of students and other expenses. The tax rate would be a little more than 39 cents per $100 of assessed value, and it has been estimated it will raise more than $6 million.

Members of the Delaware County Election Board speculated Thursday on how many people will actually come out to vote when there’s nothing else on the ballot — as well as how many people will think they’re voting on a plan to consolidate schools. They also wondered why school officials didn’t wait until the next regularly scheduled election to hold the referendum.

“It could be on the May ballot for free,” Delaware County Clerk Steve Craycraft said. “Instead, they will spend $30,000-$40,000. It doesn’t make sense.”
