Indianapolis City-County Council Endorses TIF for Midtown

A City-County Council committee on Monday endorsed the creation of a tax-increment financing (TIF) district for the Northside’s Midtown neighborhoods -- but the panel put the brakes on a similar proposal for the redeveloping Avondale Meadows area.

The 4-3 party-line decision by the Metropolitan and Economic Development Committee to table the Meadows proposal -- with Democrats voting to put it on hold -- prompted expressions of frustration and anger from Republicans, including lead sponsor Christine Scales. She represents the Meadows area east of 38th Street and Keystone Avenue and has pushed for the district’s creation for a year.

She and supporters of the proposal said a TIF district would provide money needed for improvements to help lure a full-service grocery store and other potential development. A grocery would serve residents of newly built mixed-income apartments and older surrounding neighborhoods, which are considered “food deserts,” with poor access to healthy food.

The Midtown proposal, passed 6-1, faces a vote by the full council Jan. 28. That proposed TIF district would connect many commercial and industrial areas between Fall Creek and Broad Ripple, generally following College Avenue, as well as the area near 38th and Illinois streets to the west.
