The council also voted 9-0 Wednesday evening to approve six other ordinances related to city budgets and salaries.
The 2013 budget anticipates revenue of about $34 million and estimated expenses of about $34.7 million, according to city Controller Mike Trexler. However, Trexler said it is likely that the city will ultimately see a budget surplus, rather than a deficit, in 2013 when all is said and done.

The council also voted Wednesday to seek an additional tax levy that would allow it to recoup about $377,000 in property tax revenue that the city did not receive in 2012 because of an error made in the Monroe County Auditor’s Office. Those funds were also not factored into the 2013 budget, as the Department of Local Government Finance must approve the additional levy before the city can collect it.
The city also approved budgets for the Bloomington Transportation Corp. and for the city’s water and wastewater utilities Wednesday evening, as well as salary ordinances for union and nonunion city employees.
Nonunion city employees, excluding department heads, will each receive a $1,000 wage increase for 2013, while union employees will receive their wage increases as per their previously negotiated collective bargaining agreements. Police and firefighters will receive 3 percent wage increases, while members of the American Federation of State, County and Municipal Employees will receive 3.35 percent salary increases.
Elected officials will not receive a salary increase for 2013.
