Daily Reporter Reports Hancock County Council Votes to Borrow $1.995 Million Avoiding Referendum

County officials are going to borrow nearly $2 million, despite multiple pleas from opponents concerned with the constantly changing list of what the bond issue will cover.

The Hancock County Council voted 5-2 Wednesday in favor of borrowing $1.995 million, just shy of the $2 million mark that would make the bond subject to a public referendum.

But just what the bond will pay for is still somewhat up in the air. Officials have been discussing more than $2 million worth of projects for the last few months, and when it came time to vote Wednesday, the exact list of projects and how much each item could cost still hadn’t been decided.

“We still don’t know what’s going to be in the bond; it’s changed a half dozen times,” said Councilman John Jessup, one of the dissenting members. “We voted today to bond $2 million, and we don’t know what it’s going to be for.”

Marc Huber also voted against the measure, echoing concerns about the moving target of projects.

But proponents of the bond say the county needs to keep healthy cash reserves, so borrowing money for big-ticket items is justified.
