Jackson County employees will receive no pay increase next year, and their ranks will not grow.
Council members pared initial budget requests, including several for additional staffing. The county employs 275 workers.
Those requests included new officers and jailers sought by the sheriff and new employees in the offices of the county clerk, circuit court and the Department of Planning and Zoning.
