Proposal to Increase Cumulative Capital Development Fund Dies in Boone County

Fifteen seconds of silence killed a proposal to raise Boone County’s cumulative capital development (CCD) fund to the maximum amount allowed.

No one spoke after County Council President Steve Jacob asked Tuesday, “Do I hear a motion to pass this ordinance” after the council considered boosting the rate to the maximum 3.33 cents per $100 of assessed valuation.

“Hearing none, the motion dies,” Jacob said — although the idea could be reincarnated.
