Former Reid Hospital Property Potentially Heading for Tax Sale

The owners of the former Reid Hospital property on Chester Boulevard have fewer than three months to pay their property taxes and keep the land and buildings from going to tax sale.

The owners, Spring Grove Development LLC, have not paid property taxes on the 60-acre tract since spring of 2011, missing two tax payment deadlines along the way. If they miss the Nov. 10 deadline, the property becomes eligible for tax sale.

The owners of Spring Grove Development, Bob Ciprietti and Ernesto Zamparini, are New York City developers. Starting in 2010, Ciprietti promised to develop the site in four stages, including a $21 million investment in a student housing complex. But today, neither he nor his partner are anywhere to be found.

The company owes $124,188.97 in delinquent property taxes, about $1,000 in weed liens and another almost $2,500 in unpaid stormwater fees.

The Spring Grove headquarters in Richmond, a house at 2705 S. G St., has surpassed the three delinquent tax dates and will be up for tax sale on Oct. 9. The owners owe $4,071 in back taxes.

In April, the owners put four tracts, each between 1 and 2 acres, up for sale. Each tract fronts Chester Boulevard.

In July, representatives of Dollar General submitted a primary plat application to the city on one of the tracts, but they have not followed up on that application.

The question among some city and county officials is what will happen to the former Reid property if and when the owners walk away from it.
