Richmond Council Rejects Mayor's Proposed Budget

Richmond city officials scrambled Tuesday to identify what 2013 would be like with a budget crafted for 2012.

The Richmond Common Council on Monday night voted 5-3 to reject the proposed 2013 budget from the administration of Mayor Sally Hutton.

That budget was $17.354 million in the general or property tax fund, down about 1 percent from the $17.6 million in the current year budget. That means the city will have less to spend next year but more budgeted for expenditures.

“We are still trying to figure out the ramifications of last night’s vote,” city controller Tammy Glenn said Tuesday. “But I don’t think it will be good. There’s a lot to think about and a lot of questions that I need answered.”

One immediate impact is the city will not receive a 2.9 percent increase in property tax revenue, growth allowed by the Indiana Department of Local Government Finance. That means the city will not receive about an additional $500,000 in operating revenue, said DLGF spokeswoman Jenny Banks.
