The Shelbyville Common Council passed its 2013 budget on the second reading Monday.
The budget, approximately $18.7 million total, had been stalled for the past two months as council members tried to find ways to cut $600,000 from the original budget proposal.
The council voted 6-0, with David Carmony, R-Ward 2, absent.
The council also moved nearly $1 million to the rainy day fund to plug holes in the 2012 budget.
