Legislative Study Panels Examine Issues in Advance of The 2013 Session

Tax and fiscal policy issues will also be in the spotlight, with much of the action taking place in the Commission for State Tax and Financing Policy. Starting this year, the commission will undertake a two-year evaluation of every state tax credit currently on the books. Credits will be examined in the order in which they were enacted, with a focus on whether the credit still serves its original purpose and whether it should be changed or repealed.

The commission has also been charged with studying the financing of solid waste management districts and the taxation of outdoor advertising signs, low-income housing tax credit property, and aircraft and avionic devices.

Additional topics that could be assigned by the Legislative Council include the eligibility requirements for the venture capital tax credit and the potential establishment of rural entrepreneurship economic development areas.
