"Our practice is accountability: One mistake, forgive and fix. Two mistakes, one too many. My sense is that there will be some others, but again, the dollar amounts will be much smaller," Daniels said.
"Does software occasionally get miswritten? Yes. But that's all this is. And so, we're going to fix it, but the good news is that we're not dealing with a shortfall of money; we're dealing with a surplus of money. It's a matter of getting a couple pieces of it in the right bucket."
The independent State Board of Accounts conducted reviews, but not in enough detail to catch the errors. Daniels said the systems the state has in place now did eventually catch the mistakes, although in both cases it took a period of years.
In 2005, after Daniels was elected, he created an Office of the Inspector General and an Office of Management and Budget.
"We have a system in place. I created an OMB specifically to follow up, and they did. They caught it. I created an extra layer of supervision because these things do happen," he said.
"If you're looking for a government anywhere which is perfect; where no software is miswritten and no glitches ever occur, you'll look a long time."
