It’s four months into the year, and Bunker Hill still has not adopted a 2012 budget.
Officials at the Department of Local Government Finance said they have yet to receive a form that the state requires to either approve or deny the budget.
The missing paperwork is a 100R form, which lists the names, addresses, duties and compensation of public employees in Bunker Hill.
Clerk-Treasurer Sarah Betzner, who sends the required paperwork for budgets to the state, said she had never heard of the form until the state informed her about it and that it “slipped through the cracks.”
Miranda Bucy, an assessor/auditor at the department, said because the state cannot make a decision the budget due to unfilled form, the budget at Bunker Hill is set at zero, which means the town can’t spend any money.
Geanne Lemieux, town council member over utilities, said she faxed the required form this week to the State Board of Accounts.
Bucy said if the SBA receives the form, then the bureau will file it with the DLGF, who can then either accept or deny the 2012 budget.
“Basically, we’re at stand-still ... It’s affecting the whole town, and it’s their tax money,” said Town Board President Bruce McEntyre.
Once the DLGF receives the form, Bucy said the town council must approve additional appropriations, which the department will then either accept or deny.
