Shelby County Council Sets Compensation for Assessor Certification

Shelby County Attorney John DePrez recommended the council reflect in its meeting minutes a change in amounts paid for certification levels as part of salary for county deputy assessors.

He pointed to a 2007 state statute which limits compensation to deputy assessors to $500 annually who earn a Level 1 or 2 certification through the state's assessor-appraiser certification program.

Currently, each deputy assessor may be compensated up to $1,000 per year, allowing them to obtain two certification levels per year.

The chief assessor's compensation remains at $1,000 per year.

The statute eliminated compensation for Level 1 entirely for both the assessor and deputies, which will also be noted in the council's meeting minutes.

DePrez said making a notation in the minutes is the same thing the council did in 1999, when it first recorded the certification compensation for Levels 1 and 2 in the minutes.

County Assessor Anne Thurston asked if the council should vote on this for the record instead of just including it in the minutes.

"Some counties are giving up to $5,000 to their levels," she said, adding that $1,000 has been included in the 2013 budget.

"Five hundred dollars for each level for each person," she said.

President Tom Debaun said he had a problem with the county paying for the certifications.

"Your office is not the only office that requests money," he said. "And we didn't pay them bonuses. The only reason we're doing this is because the state says we need to."

The council approved making the notation, indicating it would become effective in 2013.
