Cost-saving measures outlined this week to reduce this year's projected $3.7 million budget shortfall will leave city departments with less money — and fewer workers.
A second round of layoffs, early retirement incentives and consolidation of city purchasing services that Mayor Anthony Copeland ordered are expected to save $1.3 million over the course of the year.
Though the city's 2012 budget of $32.6 million is $3 million less than last year, and $28.4 million less than in 2008, revenue has not kept up with expenses.
A number of factors contributed to the shortfall, Copeland said, including the state-mandated property tax caps, a reduced level of tax collections and a bloated city payroll.
