Incentives Offered to Ohio Valley Resources for Development of Nitrogen Fertilizer Plant in Rockport

Access to natural gas pipelines — and rail, river and highway — makes Spencer County the ideal spot for a new $1 billion nitrogen fertilizer plant, according to the company building the project.
Illinois-based Ohio Valley Resources announced Thursday they have selected a 150-acre site north of Rockport for a planned nitrogen fertilizer plant. The plant will be on what's now farmland just north of the American Electric Power plant, west of U.S. 231 at County Road 350 North.

The Indiana Economic Development Corp. said it offered Ohio Valley Resources up to $1.2 million in conditional tax credits based on the company's job creation plans. The company can claim the incentives only after it has hired Hoosier workers.
The state development corporation also said the Indiana Department of Transportation will help with site infrastructure improvements.
Utter said Spencer County officials are discussing "a very carefully and prudently structured incentive package" of property-tax phase-ins for the project.
Utter said county officials haven't worked out all the details nor have they approved the incentives yet.
