Jackson County commissioners agreed to let Seymour officials pursue creation of a tax increment financing district for a proposed 200-unit apartment complex.
That approval came Tuesday night despite objections from two long-time builders who claim the proposal gives the developer, Jeffrey Bush of Columbus, an inventive they've never enjoyed.
The $3 million would come off Bush's property taxes over a 20-year period, much like a property tax abatement for an industrial investment.
Bush first wanted the $3 million up front to help with the development, but the city vetoed that idea, Mayor Craig Luedeman said Wednesday.
