Tribune Reports Tipton Begins Budgeting Process

From the Kokomo Tribune:

With approximately $900,000 in unspent economic development funds, Tipton Mayor Don Havens wants to use the revenues to improve the community in 2014.
Members of the Tipton Common Council met Wednesday with Havens and Clerk/Treasurer Tammy Clark to begin work on the 2014 budget.
Havens said he would like the city council to appoint an ad hoc committee to partner with the Tipton County Economic Development Organization and the Park Advisory Board to make investments in the community utilizing the Economic Development Income Tax (EDIT) revenues.
“We need to prioritize the investments with input from other organizations,” Havens said. “We’re not spending the funds as quickly as the funds are being generated.”
The city lacks a good capital improvement plan for the use of the EDIT revenues, he said.
“The best use of those funds is to attract people to the community,” Havens said. “The city needs to grow to be prosperous and we should invest our reserves to better the community.”
