Government Utilities Technology Service of Thorntown submitted a
combined bid that was almost $192-thousand dollars below the combined bids by
Xsoft of Noblesville and LOW & Associates of South Bend.
In an email comment following the bid opening, GUTS President and CEO
Eric Goodnight confirmed their aggressive pricing in their bid.
"We are interested in acquiring
another county for use of our software in the northern part of the State and
therefore the taxpayers of LaGrange County are going to be able to benefit from
an attractive financial opportunity..." he wrote.
County Assessor Pat Monroe, County Auditor Kay Myers, and County Treasurer Vonda Akey and their staffs evaluated the packages offered by the vendors. They determined that the assessor’s software offered by Xsoft was “decades ahead” of GUTS and superior to anything else on the market. It includes direct links to GIS and soils information not available from the low bid.
They reported that the LOW bid for the auditor and treasurer's offices
offered advantages like more extensive experience in providing a program of that
nature and working with a larger number of counties in Indiana. They also said
LOW offered more extensive support for the program.
Technology Director Bob Murphy said it was a long process.
"I want to thank the ladies from the three different offices. They put
a lot of time and effort into this. (They) traveled to other counties to spend
time actually looking at all the different softwares being used and to see how
the processes went."
County Attorney Kurt Bachman prepared a resolution that the commissioners approved.
The software will cost $327,810 and make tax preparation more accurate and efficient.
